The bodyguards and aides of Franklin D. Roosevelt almost never allowed photographs of the president in a wheelchair.
Shown here is a February, 1941 photo of FDR in a wheelchair with his Scottish terrier Fala on his lap. Ruthie Bie is standing beside him at Top Cottage in Hyde Park, New York.
Ruthie Bie is the granddaughter of FDR's Hyde Park caretaker.
Top Cottage, also known as Hill-Top Cottage, was one of the first homes in America designed by and for a handicapped person.
