At best these sites could confuse consumers seeking to enter ObamaCare's marketplaces making it impossible to get insurance coverage until the find a legitimate site.
At worst these sites could allow criminals to collect sensitive data from unsuspecting citizens.
Top administration officials met in September to discuss the potential for abuse, though the government shutdown is inhibiting some anti-fraud actions.
