Sen. Manchin said part of President Obama’s job is to provide guidance and leadership to Congress, as opposed to his habitual disengagement.
Habitual disengagement is an accurate observation. He sometimes engages after the fact in a reactive way. He is seldom proactive except when he criticizes his enemies - the Republicans.
